The right ship to attack a town

Ships with a high agility are the best choice for a town attack.

You should preferably chose the Military Frigate and Military Corvette.
The Pirate Barque would do the job too, as this ship is fast, cheap and has a high agility. A negative point is, of course, the low fire power.
As it comes to fire power the Ship of the Line might be tempting. But with its low agility it is an easy target for the harbor cannons.
