Annexation
You can receive this mission by talking to the viceroy when its nation has a strong fleet and one of the viceroy's enemies has a weak fleet. After you destroyed all military convoys that are positioned in the harbor, you have to destroy all cannons. Afterwards the duel against the viceroy or governor has to be won in case he was in the town.
