It was recognized there is an indication of an ending war.

 

 

 

In case you are not offered a Letter of Marque for a hostile nation anymore, you can assume that the war between the two nations will end in about 3 weeks.
This should protect you from investing money in a worthless Letter of Marque.

In some cases the war will continue if you manage to get one of the hostile nations to a weak military status while the other one is in a strong position.
