Where to find experienced captains?

Especially at the beginning of a new game it is very hard to level up a fresh captain to the 4 experience points needed for auto routes. The alternative is the captain search at the inn's.
You will ,unfortunately, not find many experienced captains at the beginning as their level is bound to your progress in the game, namely your rank.

There is no tip how you can find experienced captains at the beginning of a new game.
